What are PicSee Audience Plans?

PicSee offers Meta Pixel-based audience plans that can be loaded directly into your Meta ad account, allowing advertisers to easily run Meta ads targeting audiences with specific "brand labels" or "interest labels."

How is the data collected?

The process works as follows:
  1. An anonymous user creates a short link on PicSee: PicSee’s AI crawler analyzes the destination URL and extracts the "brand" and "interest" labels associated with it.
  2. A viewer clicks the short link: PicSee passes the "brand" and "interest" labels of that link to Meta Pixel.
  3. The viewer can then be targeted with ads through the Meta advertising system.
Example: If an anonymous user shortens a URL for a "Dyson Vacuum" product page on PicSee, PicSee AI will label the short link with "DYSON" and "Home Appliances." When a viewer clicks it, they are associated with those labels in Meta’s database and can be targeted in future ad campaigns under audiences with the "DYSON" label.

Note: PicSee’s Meta Pixel is only applied to short links created by non-logged-in users. This is disclosed in our Terms of Service.

How large is the audience data?

PicSee is one of the top 2 anonymous short link platforms in Taiwan. According to our data, short links created anonymously on PicSee reach 7 million unique Taiwanese viewers per month. Unlike traditional purchase-based audience plans, users are continuously creating and clicking short links, so the audience data updates every second. Since it’s built on "clicks," engagement rates are significantly higher than other data sources. In terms of labels, PicSee offers 17 categories and 192 interest labels, plus AI-curated brand labels that are continuously growing — making it easy to target audiences by interest, intent, competitors, or complementary products.

Are there any performance benchmarks available?

Due to client confidentiality agreements, we can’t share complete case data, but here are some test results: PicSee partnered with a well-known ad agency to test the audience plans across different home appliance categories. The results showed that PicSee audience plans more accurately target high-converting audiences. In 3 test groups, 2 outperformed Meta interest targeting in ROAS — with the top result showing nearly 4x improvement, and average performance growing by approximately 50%.

What’s included

Each order includes the following three audiences. Based on past experience, adding all three into a single ad campaign typically yields the best results:
  1. Seed Audience of 10,000+: curated by a PicSee consultant based on your target data, including multiple brand and interest labels. You may also submit additional requirements.
  2. 3% Lookalike Audience: generated by Meta
  3. 5% Lookalike Audience: generated by Meta

Delivery method

Provide your Meta ad account ID, and PicSee will share the audience plan via the "Share Audience" feature in Ads Manager. Once received, you can find it under "Custom Audiences" in your ad settings.

Pricing and usage period

Each audience plan is valid for 2 months and priced at NT$10,000 (excl. tax). After confirming your requirements, PicSee consultants will need 5 business days to prepare the audience plan to ensure sufficient content and quality. Once ready, a quote will be sent for your signature. Upon receipt, PicSee will share the audience plan to your Meta ad account within one business day. Throughout the usage period, PicSee will continuously refresh the audience data.
